Jean Chrétien opposed granting indigenous people special treatment as members of an ethnic group because he believed that rights should be granted only to individuals, not to groups. Chrétien clashed with indigenous groups as a cabinet minister and as prime minister. In 1996 Ovide Mercredi, national chief of the Assembly of First Nations, and Rosemary Kuptana, head of the Inuit Tapirisat of Canada, marched in Ottawa, Ontario to protest their exclusion from meetings between Chrétien (then prime minister) and the provincial premiers.
