United States President Franklin Delano Roosevelt (1933-1945) uses a radio address to explain how New Deal programs, including social welfare, would help the country avert another economic depression. Welfare was an important part of the New Deal initiative because it offered people the promise of a safety net from poverty during economic downturns.
