United States President Franklin Delano Roosevelt (1933-1945) uses a radio address to explain how New Deal programs, including social welfare, would help the country avert another economic depression. Welfare was an important part of the New Deal initiative because it offered people the promise of a safety net during economic downturns. More proactive elements of New Deal programs, such as job training and job placement, also remain part of social welfare programs.
