Secretary of State Charles Hughes, seated, center, signs a treaty at the Washington Conference, a disarmament conference held in Washington, D.C., in 1921 and 1922. The conference was a political triumph for United States President Warren Harding’s administration, resulting in several treaties aimed at promoting peace.
