United States president Ronald Reagan, center, and vice president George Bush, left, met with Soviet leader Mikhail Gorbachev in New York City in 1988. Reagan and Gorbachev had agreed to significant arms reductions. But Reagan’s support for a “Star Wars” nuclear defense system for the United States was a sore point in negotiations with Gorbachev.
