Soviet leader Mikhail Gorbachev met with United States President Ronald Reagan, center, and Vice President George Bush, left, in New York City in 1988. Reagan and Gorbachev had agreed to some arms reductions. But Reagan’s support of a “Star Wars” nuclear defense system for the United States was a sore point in negotiations with Gorbachev.
