In 1961 U.S. President John F. Kennedy issued an executive order declaring that contractors who worked with the federal government should “take affirmative action” to ensure fair treatment of employees and job applicants, regardless of their race, religion, color, or national origin. Subsequently, federal and state governments developed affirmative action programs to increase employment and educational opportunities for minorities and to compensate for past discrimination.
