Texas billionaire H. Ross Perot tapped into American voter discontent in 1992 by declaring his availability for the presidency. His attacks on ineffective, partisan government drew widespread support. However, over time his support began to decline, and Perot withdrew from the race in July 1992, only to re-enter in October. He placed third in the November election behind Democrat Bill Clinton and Republican George Bush. Perot founded the Reform Party in 1995 and became its presidential candidate in the 1996 election but won only 8 percent of the popular vote.
