President of the United States from 1989 to 1993, George Bush is pictured here in 1992 delivering this State of the Union address in which he spoke of the fall of Communism. As president, on the domestic front Bush concentrated on the national economy, attempting to reduce the national debt while trying to keep his campaign promise of “no new taxes.” Internationally, he focused on economic aid for the newly independent Eastern European nations and on arms reductions with the Union of Soviet Socialist Republics (USSR). His most decisive foreign-relations action resulted in a 1991 U.S. military offensive against Iraq in retaliation for the Iraqi invasion of Kuwait.
