Millard Fillmore, the 13th president of the United States, struggled with the moral aspects of slavery, but his administration was more successful with foreign relations. Fillmore promoted America’s developing trade with the Orient; during his administration he sent out a naval expedition that opened Japan’s ports to Western commerce.
