New York Bay, inlet of the Atlantic Ocean, southeastern New York, at the mouth of the Hudson River. Enclosed by New Jersey and the New York City boroughs of Staten Island, Manhattan, and Brooklyn, it consists of Upper New York Bay and Lower New York Bay, which are connected by a short strait called the Narrows, between Brooklyn and Staten Island.
