Tehrān Conference, World War II meeting of the top Allied leaders to discuss the conduct of the war and postwar political issues. It was held November 28-December 1, 1943, in Tehrān, Iran, and was attended by American president Franklin D. Roosevelt, Soviet premier Joseph Stalin, and British prime minister Winston Churchill. The meeting followed the Cairo Conference with Chinese leader Chiang Kai-shek and was the first Allied war conference attended by Stalin.

Churchill, Roosevelt, and Stalin discussed the scope and the timing of military operations against Germany. Their discussions about the peace settlement were tentative, but all the parties expressed their desire for cooperation following the war. They agreed to guarantee the independence and territorial integrity of Iran, and they promised postwar economic assistance to that nation.
