Definition:
 
1. transitive verb make suggestion: to put forward something such as an idea or suggested course of action formally or officially
Harsher penalties have been proposed.

2. transitive verb state intention: to announce a plan or intended course of action
What do you propose to do about it?

3. transitive verb nominate somebody: to put forward somebody's name for an elected position or a promotion
propose her for the new position

4. transitive and intransitive verb offer marriage: to make an offer of marriage to somebody
