Definition:
 
1. transitive and intransitive verb have or cause failure in circuit: to have a failure in an electrical circuit by creating a connection of low resistance across which an excessive current flows, or cause such a failure in a circuit

2. transitive verb avoid standard procedure: to ignore or bypass a standard procedure by using a much quicker or more direct method to achieve something
short-circuited the legislative process by issuing an executive order

3. transitive verb frustrate or hinder plans: to hinder a plan or project by erecting obstacles
