Definition:
 
1. object for scaring birds away: an object in the shape of a person dressed in old clothes, set up in a field to scare birds away from the crops

2. something frightening but not dangerous: somebody or something that may have a frightening effect but is not dangerous

3. poorly dressed person: a wearer of ragged clothes ( informal )
