We are such stuff as dreams are made on (Shakespeare, The Tempest, Act 4, scene 1, modernized spelling). In sentences of this type such is followed by as and not by a relative pronoun that, who, etc.: The federal government has only such powers as [not that] are given to it by the states. However, the construction such ... that ... indicates the consequence of a stated circumstance: The flooding has caused such hardship that the region will need a great deal of government aid.
