Definition:
 
1. fluctuate between possibilities: to go back and forth between possibilities, or be indecisive in making a choice

2. begin to change opinion: to become unsure or begin to change from a previous opinion

3. move in different directions: to move one way and then another in an irregular pattern

4. fluctuate, especially in tone: to vary or fluctuate, e.g. as the voice does from emotion

5. flicker: to go on and off, especially when burning unsteadily ( refers to lights or flames )
