1. local ruler in Holy Roman Empire: a count who ruled over his own domain county palatine in the Holy Roman Empire, or an official who ruled an area of the empire as the emperor's representative

2. somebody with judicial power over county: in former times, an earl or other nobleman in England or Ireland who held the highest judicial authority and other supreme powers within his own domain county palatine
