Definition:
 
1. letter that cannot be delivered: a letter that the postal service cannot deliver, usually because the address is inadequate or the addressee does not claim it

2. unenforced or ineffective rule: a law or regulation that still applies but is not enforced or uniformly obeyed

3. something now irrelevant or unimportant: something that is no longer considered relevant or important
