Definition:
 
1. outlying part: a separate part of a system, organization, or body that is at some distance from the main part

2. outsider: somebody who chooses not to be a part of a group or community ( often used before a noun )
If we fail to ratify this treaty, we become associated with the outlier nations.

3. somebody living at distance from work: somebody who lives far from his or her workplace

4. statistics value far from others: a statistical value that is outside other values in a set of data
