1. communications link between leaders: a telephone connection or similar link that allows direct communication between heads of government or other important people, especially in an emergency

2. direct telephone link to service: a telephone number that enables members of the public to make direct contact with a special service offering information, advice, or help, usually on a serious or urgent matter
