1. restriction on trade: a government order restricting or prohibiting commerce, especially trade in a given commodity or with a particular nation

2. official ban: any official restraint or prohibition

3. order halting movement of ships: in the past, a government order that prohibited commercial ships from entering or leaving its ports, often as a measure during war
