1. give control of country to citizenry: to put a country under the control of its citizens by allowing them to participate in government or decision-making processes in a free and equal way

2. introduce democracy to state: to take steps toward establishing the features of liberal democracy in a state

3. give control of organization to members: to put an organization under the control of its members by giving them free and equal decision-making powers

4. give something popular appeal: to make something accessible to everybody
