Definition:
 
1. surround place with army: to surround a city or stronghold with armed forces in order to bring about its surrender or capture

2. crowd around somebody: to crowd around somebody in an oppressive way ( usually passive )
besieged by reporters outside their hotel

3. harass somebody or something: to harass a person or organization with insistent demands or complaints ( usually passive )
The box office was besieged by fans wanting tickets.
