Definition:
 
1. express remorse for something: to say that you are sorry for something that has upset or inconvenienced somebody else

2. acknowledge that something is not ideal: to acknowledge that something is not as it should be, especially when you feel embarrassed or guilty about it

3. defend something formally: to defend something formally in writing or speech
